Today, the majority of the NC Department of Health and Human Services (DHHS) administrative staff resides on the Dorothea Dix Park property in Raleigh. In 2015, the NC General Assembly transferred this property to the City of Raleigh, prompting plans to relocate DHHS offices to a new campus and consolidate all administrative staff in the Greater Triangle area.
The result is a visionary “urban park” master plan to consolidate over 5,000 DHHS administrative staff within a 34-acre complex on Blue Ridge Road, across from the NC Museum of Art. This vision includes over 750,000 square feet of space, to be constructed in two phases, with a mixed-use development planned for later. Phase 1, featuring a 460,000 SF office tower, a central utility plant, and a parking deck with over 1,000 spaces, is underway and set to be operational by summer 2025, aligning with the expiration of the current State leases on Dorothea Dix Park.
The development process has been collaborative, aiming to create a campus that emphasizes health, well-being, and productivity. This new campus reflects DHHS’s commitment to stewardship and community engagement and is expected to foster civic synergy and become an integral part of the community.
The site is 34.85 acres and Phase 1 development includes an office tower, central utility plant, and parking deck. It is master planned for two phases of DHHS Office Space and a P3 mixed-use development.
The office tower will relocate over 3,100 DHHS employees from 10 Divisions at Dorothea Dix Park. It will have 11 floors and 460,000 square feet, including a conference and training center for DHHS and other State Agencies.
The central utility plant will include three 500-ton chillers and cooling towers, boilers, main electrical gear, and two 1,250 kW paralleling generators for normal operation and the DHHS Data Center.
The parking deck will have 1,050 parking spaces and a PV array on the roof with 1,080 solar panels, producing 840 MWh per year, and saving approximately 15% in energy costs annually.
