3rd Army Patton Hall Headquarters Complex
The 321,000-square-foot 3rd Army (ARCENT) Headquarters building is provided with a 24-inch high access floor system throughout. The entire facility has N+1 rating with all mechanical and electrical systems which extends to dual power inputs to the server farm. The building includes a SCIF with SAP and STO facilities. The design includes a full FF&E package for open office workplace, training, conferencing, and a two-story Operations Center with wall-of-knowledge displays.
The complexity of the 3rd Army (ARCENT) Headquarters which comprises an Open Secret Storage office complex for 1,500 personnel, with extensive electronic infrastructure, and N+1 redundant systems required a comprehensive design-build charrette for the entire design-build team including critical subcontractors. The charrette established a comprehensive design that defined the attributes of all systems, and a schedule of deliverables that would respond to the design-build RFP, flow pricing information to the estimators, and validate the initial design assumptions, and measure responsiveness to the technical requirements of the RFP. Post award multiple charrettes were facilitated by the design-build team to re-validate the design, adjust space-planning to incorporate non-standard components of the ARCENT mission, and develop a comprehensive design/build schedule that would deliver the $95 million project in 540 calendar days. Built into a schedule are government review periods, over-the-shoulder reviews, and environmental permitting cycles. Workbooks for LEED Silver, with contingencies for LEED Gold were re-validated.
The design-build team also instituted a comprehensive design/control quality control plan, safety plan, and small disadvantaged business sub-contractor plan. The design and implementation plan included a comprehensive REVIT BIM approach using the design firms Cloud Servers and Newforma file transfer system for electronic information exchange in a secure network that satisfied government standards.
